Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-745 with Core Mobile Networks, Inc. (dba Core Mobile, Inc.), a corporation, in an amount not to exceed $410,000, to provide a behavioral healthcare regulatory data management platform for Contra Costa Behavioral Health (CCBH), for the period of August 25, 2026 through August 24, 2029.     

 

FISCAL IMPACT:

This Contract will result in contractual service expenditures of up to $410,000 over a 3-year period and will be funded 100% by Proposition 30.

 

BACKGROUND:

This Contract meets the needs of the County by providing a behavioral healthcare regulatory data management platform to aid CCBH in fulfilling its obligations under the Community Assistance, Recovery and Empowerment (CARE) Act to streamline data collection on CARE participants and County clients to help ensure data accuracy, completeness, and timely reporting submission to the Department of Health Care Services (DHCS). The CARE Act creates a new pathway to deliver mental health and substance use disorder services to the most severely impaired Californians who too often suffer from homelessness or incarceration without treatment. The CARE Act moves care and support upstream, providing the most vulnerable Californians with access to critical behavioral health services, housing, and support. This platform provides data collection, integration, and reporting while ensuring compliance with CARE Act mandates by leveraging advanced Artificial Intelligence, predictive analytics, and seamless integration with the County’s electronic health records system.

 

This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. CCBH’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. A summary of service contract deliverables, including measurable outcomes required of the Contractor to be monitored by the department in compliance with Section III (B)(7) of the Purchasing Policy include implementation, deployment and ongoing technical support for County’s use under the license grant, and access to maintenance and support. Following a Request for Proposal (RFP) this Contract was awarded to Core Mobile Networks, Inc. (dba Core Mobile, Inc.) on May 13, 2025 in compliance with Administrative Bulletin 600.3 solicitation requirements.

 

Approval of Contract #74-745 Core Mobile, Inc. will allow the Contractor to provide its hosted behavioral healthcare regulatory data management software platform to CCBH through August 24, 2029.     

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, CCHB will not gain access to this behavioral health data management platform, causing potential non-compliance with regulatory agencies which may negatively affect Contra Costa Health funding, operations and ultimately patient care.
