Report Title: APPOINT MARK DEMARCE TO ADVISORY FIRE COMMISSION

RECOMMENDATIONS:
APPOINT Mark DeMarce to the At-Large 2 seat on the Contra Costa County Fire Protection District Advisory Fire Commission, DECLARE the At-Large #1 seat vacant, and DIRECT the Clerk of the Board to post the vacancy, as directed by the Internal Operations Committee.

BACKGROUND:
The Contra Costa County Fire Protection District Advisory Fire Commission includes ten (10) seats that are appointed by the Contra Costa County Board of Supervisors: five (5) Supervisors District seats, two (2) At-Large seats, and three (3) Alternate seats that are filled in the same manner as At-Large seats.
Two seats have been designated for residents within the boundaries of annexed fire districts:
• At-Large 2: East Contra Costa Fire Protection District (Brentwood, Oakley, Discovery Bay, Bethel Island, Knightsen, Byron)
• At-Large Alternate 3: Rodeo-Hercules Fire Protection District
The At-Large #2 seat on the Advisory Fire Commission term will expire on June 30, 2026 and the At-Large Alternate 3 seat is vacant. Staff opened a recruitment on April 13, 2026, through May 8th and received three applications. Two applicants did not reflect addresses within the designated boundaries.
Mark DeMarce resides within the former East Contra Costa Fire Protection District service area and is currently on the Advisory Fire Commission in the At-Large Alternate #1 seat. As Mr. DeMarce is an active member of the Commission, is well-qualified, and has applied for the seat, the Internal Operations Committee decided at its May 26, 2026, meeting to recommend Mr. DeMarce for the appointment.
Upon appointment to the At-Large #2 seat, Mr. DeMarce will vacate the At-Large Alternate #1 seat, with the current term ending June 30, 2028.
CONSEQUENCE OF NEGATIVE ACTION:
The seat will not be appointed for the new term and will be vacant.
