Report Title: Gift Cards for Clients of Public Health Tuberculosis Client Services Program

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Health Services Director, up to 50 Safeway gift cards each with a $20 vaule, totaling $1,000; 50 Target gift cards each with a $20 value, totaling $1,000; 100 Walmart ATF gift cards each with a $20 value, totaling $2,000; 200 SaveMart gift cards each with a $20 value, totaling $4,000; plus applicable shipping costs up to $100 for a total not to exceed $8,100 for patients of the Tuberculosis Client Services Program (TBCS).
FISCAL IMPACT:
This $8,100 expenditure will be funded entirely by the California Department of Public Health (CDPH) TB Local Assistance Base Award for Fiscal Year 2026-2027. There will be no impact to the County General Fund.
BACKGROUND:
The Contra Costa Health Department's Public Health Division maintains a TBCS Program, which serves all reported Tuberculosis (TB) patients and their contacts in Contra Costa County. Outreach services are provided to engage patients with TB at highest risk of disease, transmission, or treatment non-compliance. TBCS staff work within the Communicable Disease Section and collaborate with the HIV/AIDS Program, the Contra Costa Regional Medical Center and Health Centers, and providers throughout the County. This grant has been awarded to Contra Costa County since 1990 and supports the distribution of gift cards to patients to help reduce barriers to engaging in care, prevent the spread of TB, and ensure treatment completion. ATF (Alcohol, Tobacco, and Firearms-restricted) gift cards from Walmart are provided to ensure incentive funds are used exclusively for food and essential needs, prohibiting the purchase of alcohol, tobacco, firearms, ammunition, or lottery items.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the CDPH Local Assistance Base Award funds for the food/incentives/enablers budget line item will be underutilized and the patients being supported by the TBCS Program will be at greater risk of falling out of care, delays in treatment completion, and transmitting TB to others in the community.
