RECOMMENDATIONS:
Adopt a resolution proclaiming August 2026 as “National Emergency Management Awareness Month” in Contra Costa County, as recommended by the County Emergency Services Manager.

There is no fiscal impact.
BACKGROUND:
August marks National Emergency Management Awareness Month, the annual campaign to recognize the work County Departments, Cities, Towns, and Special Districts do to prepare for, mitigate, respond to, and recover from disasters that impact our community.
The County’s Emergency Management Program is not just the County Office of Emergency Services; it is a multi-department team dedicated to the residents of Contra Costa County. Many departments support Emergency Management through continuous training, disaster response, and recovery operations. More information is available at <https://www.youtube.com/watch?v=BVLZI2eVbJo>. Additionally, every Incorporated City and Town has Emergency Management Programs supporting their communities. CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, Contra Costa will not proclaim August as National Emergency Management Awareness Month.

IN THE MATTER OF: Recognizing August as National Emergency Management Awareness Month
WHEREAS, emergencies and disasters can occur unexpectedly, posing significant threats to life, property, and the environment; and
WHEREAS, federal, state, and local emergency managers dedicate countless hours to developing preparedness, response, recovery, and mitigation programs to protect the lives and property of all persons living in the United States and U.S. territories; and
WHEREAS, Contra Costa County is committed to building a culture of all-hazard emergency management throughout the County; and
WHEREAS, the County's Office of Emergency Services, under the operations of the Office of the Sheriff and in collaboration with all County Departments, nineteen Incorporated Cities and Towns, Special Districts, first responder agencies, and community partners, works year-round to enhance our ability to prevent, mitigate, respond to, and recover from disasters, ensuring the community is positioned to return to normalcy after disaster; and
WHEREAS, emergency managers serve the community by responding to countless emergencies and disasters each year, demonstrating commitment, compassion, and professionalism in protecting the public; and
WHEREAS, the Board of Supervisors encourages the ongoing commitment to emergency management and the continued jurisdictional collaborative efforts that strengthen community resilience in the face of an ever-changing disaster landscape; and
WHEREAS, investing in the County's Emergency Management Program today can greatly reduce the impacts of disasters tomorrow, protecting lives, reducing property loss, and helping our community recover more quickly when disasters occur.
NOW, THEREFORE, BE IT RESOLVED: that the Board of Supervisors of Contra Costa County does hereby proclaim August 2026 as National Emergency Management Awareness Month in Contra Costa County.
