RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment No. 2 with Francisco & Associates, Inc., to increase rates paid under the contract and extend the term through December 31, 2026, for continued on-call assessment engineering consulting services, Countywide. (100% Special Districts Funds)

 

FISCAL IMPACT:

100% Special Districts Funds.

 

BACKGROUND:

The Public Works Department facilitates the formation, annexation, and administration of assessment districts throughout the County. As part of this regular work, consultant services are required to assist staff with the provision of special technical assistance on an on-call basis. After a solicitation process, Francisco & Associates, Inc., was one of two firms selected to provide assessment engineering services. These services include the preparation of the annual Engineer’s Report for the Countywide Lighting and Landscaping Districts (LL-2); the preparation of annual reports for County Service Areas (CSA), and Community Facilities Districts (CFD); the preparation of preliminary and final tax rolls, conducting feasibility, rate, and nexus studies; the preparation of documents for assessment district formation, proceedings, and annexations; and other assessment engineering services as needed.

 

On January 1, 2022, the Board of Supervisors approved a Consulting Services Agreement with Francisco & Associates, Inc. to provide on-call assessment engineering consulting services. Amendment No. 1, effective May 1, 2024, increased the total payment limit to $395,000, increased rates, and extended the term through December 31, 2025. This amendment No. 2 will increase the rates according to the terms of the contract, and extend the term through December 31, 2026, allowing the contractor to continue providing special technical assistance to ensure ongoing assessment engineering processes for special districts throughout the County.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without the approval of the Board of Supervisors, this Consulting Services Agreement amendment would not be executed. This would delay assessment engineering processes for various special districts within the County, interrupting funding and delivery of public services.
