BACKGROUND:

The 2024/25 Civil Grand Jury filed Contra Costa Civil Grand Jury Report No. 2502, titled “County Boards, Commissions, Councils, and Committees: Improving Transparency for the Public” on May 1, 2025. It was received by the County Administrator’s Office on May 7, 2025 and was received at the Board of Supervisors meeting on May 20, 2025 where it was subsequently referred to the County Administrator and the Office of the Clerk of the Board to provide a response report that clearly specified the following:

1)                     Whether there is agreement, partial disagreement, or complete disagreement with each finding, and detailed responses to those with partial or complete disagreement responses.

2)                     Whether recommendations have been, will be, or will not be implemented, as well as whether recommendations require further analysis, and an explanation for such responses.

The California Penal Code specifies that the Board of Supervisors must forward its response to the Superior Court no later than August 5, 2025 (90 days from receipt).

Attached are the proposed responses to the findings and recommendations requested of the Board of Supervisors, including a recommendation that the Board of Supervisors direct county advisory bodies to post all agendas and minutes on the Legistar webpage on the county website (<https://contra-costa.legistar.com/Calendar.aspx>).

CONSEQUENCE OF NEGATIVE ACTION:

In order to comply with statutory requirements, the Board of Supervisors must provide a response to the Superior Court within ninety days of submission of the report.
