Report Title: Authorize Contract Amendment with Karpel Computer Systems, Inc. for JasperSoft Module Support and Maintenance
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Karpel Computer Systems, Inc., increasing the payment limit by $40,000 to a new, one-time annual payment limit of $267,384 during the term of September 1, 2026 through August 31, 2027, for JasperSoft Advanced Reporting Module support and maintenance fees, and for contracted services provided but not billed during the prior term of September 1, 2025 through August 31, 2026.
FISCAL IMPACT:
The additional $40,000, one-time annual cost will be funded through appropriations from the Public Defender’s General Fund operating budget. The total contract cost comprises annual application hosting, maintenance, and support services.
BACKGROUND:
The County’s justice information systems are planned, coordinated and implemented by the Law & Justice Information Systems Division of the County Administrator’s Office, on behalf of the District Attorney, Probation and Public Defender departments, as well as all local law enforcement agencies with respect to the justice information network and countywide automated warrant system.
On July 14, 2026, the Board authorized the County Administrator to execute a hosting, maintenance and support agreement with Karpel Computer Systems, Inc., A Delaware Corporation, in an amount not to exceed $227,384 for the Public Defender’s case management for an initial term of September 1, 2026 through August 31, 2027, with an automatic annual renewal subject to cost increases of no more than five percent per annum.
Support and Maintenance were provided for the JasperSoft Module for the period 9/1/25 to 8/31/26, but Karpel mistakenly failed to charge for this support and maintenance, which was authorized under the contract that expired on 7/19/26. Therefore, such fees are being added to the current contract, in addition to the Jaspersoft support and maintenance fees for the current term.
$20,000 additional authorization is one-time, to allow invoicing for the contractually authorized but unbilled services rendered during the period of September 1, 2025 through August 31, 2026. There annual services contract fees are $247,384 for services provided during September 1, 2026 through August 31, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
Disapproving this recommendation would prevent the Public Defender’s Office from extracting data and creating custom reports for case management, calendaring, workflow analysis, and budgeting.
