RECOMMENDATIONS:
ADOPT a Resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $3,980,391 for the Low Income Home Energy Assistance Program for the period November 1, 2025, through June 30, 2027, and to authorize the approval of future amendments thereof during the term of the agreement, subject to County Counsel and County Administrator approval, that allow the total funding amount to increase up to $5,649,608 with no other changes to the agreement.
FISCAL IMPACT:
100% Federal, of which $1,592,156 is budgeted in FY 25-26 and $2,388,235 will be budgeted in FY 26-27, with the possibility to increase funding up to $5,649,608, which will be budgeted in FY 26-27.
BACKGROUND:
On January 14, 2025, the Board approved item C.38 authorizing revenue agreement 25B-3005 with the State Department of Community Services and Development (CSD) in the amount of $4,142,538 for the term November 1, 2024, to June 30, 2026. On June 24, 2025, the Board approved item C.47 to amend agreement 25B-3005 to increase funding by $1,257,070 for an amount not exceeding $5,399,608 with no change to term.
The Employment and Human Services Department (EHSD) received notification from CSD on December 10, 2025, to execute the 2026 Low Income Home Energy Assistance Program (LIHEAP) agreement 26B-4005.
This action is to accept $3,980,391 and to authorize approval of any amendments during the 2026-2027 agreement term, allowing the total funding amount to increase up to $5,649,608 for the agreement term.
The County routinely receives funding from CSD wherein Contra Costa County provides energy bill assistance payments and/or Weatherization services to residents who are income eligible through LIHEAP and the Energy Crisis Intervention Program (ECIP). The priority for services is to those households with the lowest income and highest energy burden. LIHEAP priority is to serve households with the following vulnerable populations: young children (ages five [5] years or under), disabled, and elderly persons (ages 60 years or older). LIHEAP is operated by the EHSD, Community Services Bureau.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to receive funding to support the LHEAP initiative in Contra Costa County.

WHEREAS, the Employment and Human Services Department (EHSD) received notification from the State Department of Community Services and Development (CSD) on December 10, 2025, to execute the 2026 Low Income Home Energy Assistance Program (LIHEAP) Agreement 26B-4005, and
WHEREAS, the County routinely receives funding from CSD wherein Contra Costa County provides energy bill assistance payments and/or weatherization services to residents who are income eligible through LIHEAP and the Energy Crisis Intervention Program (ECIP), and
WHEREAS, the program offers energy saving measures to Contra Costa residents to assist with home energy efficiency, and
WHEREAS, residents may also qualify for the Utility Assistance Program, which provides credit on their energy bills, and
WHEREAS, first priority for services is to those households with the lowest income and highest energy burden, and
WHEREAS, first priority is to service those households with the following vulnerable populations: young children (ages 5 years or under), disabled, and elderly persons (ages 60 years or older).
NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors adopt a Resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $3,980,391 for the Low Income Home Energy Assistance Program and authorize the approval of future amendments thereof, subject to County Counsel and County Administrator approval, allowing the total funding amount to increase up to $5,649,608 for the period November 1, 2025 through June 30, 2027.
