Report Title: Contract Amendment with Contra Costa Family Justice Alliance for the Underserved and Unserved Survivors Support Program
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract amendment with Contra Costa Family Justice Alliance to extend the term through June 30, 2027, with no change to the payment limit of $275,000, to gather input from gun violence survivors to improve victim services and raise awareness for underserved gun violence victims and affected communities as funded by the Office of Justice Programs (OJP), Byrne Discretionary Community Project Grants Program.
FISCAL IMPACT:
No fiscal impact with the extension of the contract term. The original contract is funded 100% by the OPJ, Byrne Discretionary Community Project Grants Program from the U.S. Department of Justice. The contract amendment will extend the term with no change in payment limit.
BACKGROUND:
Contra Costa District Attorney’s Office has received funds from the U.S. Department of Justice, Office of Justice Programs to provide an Underserved and Unserved Survivors Support Program (UUSSP). Under the UUSSP program, the District Attorney’s Office needed to execute a contract with a Community Based Organization (CBO) to assist the District Attorney’s Office in establishing a Gun Violence Victims Advisory Council, engaging in strategic collaboration with victim service providers, conducting targeted outreach and listening sessions within impacted communities, administering and analyzing survey data, and formally presenting findings to inform and enhance services for underserved victims of gun violence.
In March 2025, a Request for Proposals (RFP) #F-Contr-0000000011 was issued to identify a qualified CBO to provide the services described above. Following the procurement process, the Contra Costa Family Justice Alliance was selected for an initial contract period of August 1, 2025, through June 30, 2026. Due to previous delays in the initial procurement and contract development phase, the vendor was unable to complete all intended provisioned services within the original contract timeframe. The U.S. Department of Justice recently approved a one-year no-cost extension for the District Attorney’s Office to continue the UUSSP through June 30, 2027. Accordingly, the District Attorney’s Office will amend the contract with Contra Costa Family Justice Alliance to extend the performance period through June 30, 2027, with no change in the total contract amount.
CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, the District Attorney’s Office will be unable to continue to utilize the professional services provided by the Contra Costa Family Justice Alliance to fulfil the obligation under the Federal grant by gathering input from gun violence survivors to improve victim services and raising awareness for underserved gun violence victims and communities through the end of the revised grant performance period.
