RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County, Participation Agreement #74-742 with California Mental Health Services Authority (CalMHSA), a government agency, in an amount not to exceed $81,000 to support Behavioral Health Services Division’s Alcohol and Other Drugs (AOD) with meeting the Behavioral Health Accountability Set (BHAS) reporting requirements for the Healthcare Effectiveness Data and Information Set (HEDIS) performance measurement program for the period January 1, 2025 through December 31, 2029.

 

FISCAL IMPACT:

Approval of this Participation Agreement will result in contractual service expenditures of up to $81,000 over a 4- year period and will be funded 100% by AOD Administrative funds.

 

BACKGROUND:

California Advancing and Innovating Medi-Cal (CalAIM) Act requires each state Medicaid agency to produce a written quality strategy to access and improve the quality of health care and services. CalMHSA is a National Committee for Quality Assurance (NCQA) Certified vendor for all NCQA performance measures. This Participation Agreement with CalMHSA will support Behavioral Health’s AODS division in meeting the mandated State requirements. This Agreement was approved by Health Services Personnel to ensure there is no conflict with labor relations. This Contractor was approved by the Public Works Department’s Purchasing Division on November 5, 2025.

 

Under new Participation Agreement #74-754, Contractor will support AOD in meeting the BHAS HEDIS reporting requirements to comply with CalAIM through December 31, 2029. This Agreement includes a mutual indemnification provision that requires the parties to defend, indemnify, save and hold harmless each other for claims arising from services under the Agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, the County will not have access to CalMHSA’s reporting support for the BHAS HEDIS reporting requirements.
