RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #74-571-9 with Psynergy Programs, Inc., a corporation, effective March 1, 2024, to amend Contract #74-571-8, to increase the payment limit by $205,000, from $450,267 to a new payment limit of $655,267, for additional sites for residential care services, with no change in the original term of July 1, 2023 through June 30, 2024.
FISCAL IMPACT:
Approval of this amendment will result in additional expenditures of up to $205,000 and will be funded 86% by Mental Health Realignment and 14% Mental Health Services Act revenues. (Rate increase)
BACKGROUND:
This contract meets the social needs of county’s population by providing community-based residential care services focusing on adults diagnosed with Serious Mental Illness (SMI) and Serious Persistent Mental Illness (SPMI) who are stepping down from the Institutes for Mental Diseases (IMD) levels of care and transitioning back into the community. The contractor has been providing these services since September 1, 2018.
On October 17, 2023, the Board of Supervisors approved Contract #74-571-8 with Psynergy Programs, Inc., in an amount not to exceed $450,267, for the provision of residential care services to adults diagnosed with SMI and SPMI, for the period July 1, 2023 through June 30, 2024.
Approval of Contract Amendment Agreement #74-571-9 will allow the contractor to provide additional residential care services through June 30, 2024. This contract is late due to an unanticipated increase in services and the inability to project program costs in a timely manner.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the behavioral health services department will not have access to contractor’s additional services.
