Report Title: Side Letter with Physicians and Dentists Organization of Contra Costa (PDOCC) regarding salary increases and an increase in Additional Duty Pay for the OBGYN-Full Spectrum (VPS5) classification.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
ADOPT a Resolution approving the Side Letter between Contra Costa County and the Physicians and Dentists Organization of Contra Costa (PDOCC) amending Exhibit A - Class and Salary Listing of the Memorandum of Understanding (MOU) between the parties to increase the current salary range of the OBGYN-Full Spectrum-Exempt (VPS5) classification from $23,883.22 - $27,140.02 to a new salary range of $27,752.30 - $31,536.71, and amend Exhibit B - Classification Eligibility for Pay of the MOU between the parties to increase the Additional Duty Pay for the OBGYN-Full Spectrum-Exempt (VPS5) classification from the classification’s base hourly rate to $230 per hour.
FISCAL IMPACT:
The total cost of the salary increases will be approximately $767k per year. The cost of the increase to the Additional Duty Pay will be approximately $196k per year. Contra Costa Health anticipates a portion of costs may be offset through reduction in contracted hours or increasing productivity of this service line.
BACKGROUND:
Contra Costa Health employs Physicians and Dentists Organization of Contra Costa (PDOCC) -represented physicians in the OBGYN-Full Spectrum (VPS5) classification. This classification provides complex and specialized Obstetrician-Gynecologist (OB/GYN) functions, including surgeries related to Labor and Delivery and response to emergency situations involving time-sensitive pregnancy complications. These Labor and Delivery shifts must be covered, as emergencies are unpredictable and the associated care cannot be deferred or declined.
Contra Costa Regional Medical Center (CCRMC) will have 6 board-certified Full Spectrum OB/GYNs covering a service that requires several more. Those 6 physicians carry Labor and Delivery, Labor and Delivery triage and assessment, the outpatient gynecology clinics, and inpatient and outpatient gynecologic surgery.
This side letter is designed to increase the base salary for the OB/GYN-Full Spectrum classification to provide a more competitive and durable compensation model for this critical service line. Additionally, OB/GYNs have several similarities to Emergency Medicine in terms of critical time-sensitive need. This side letter also amends the Additional Duty Pay amount to match that of the Emergency Medicine classification.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to increase salary and Additional Duty Pay may negatively impact service delivery, recruitment, retention, and Labor and Delivery operations.
