RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with QuidelOrtho Sales Company, LLC in an amount not to exceed $450,000 for the purchase of the Ortho Vision Swift Blood Bank Analyzer, ID-Micro Typing System reagents, consumables, supplies and related service for the Clinical Laboratory at Contra Costa Regional Medical Center (CCRMC) for the period from January 1, 2026, through December 31, 2030.

 

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $450,000 over a five-year period and will be funded by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

The Contra Costa Regional Medical Center Clinical Laboratory uses QuidelOrtho Sales Company, LLC, for blood bank supplies and reagents as needed for patient testing, antibody and antigen identification, and blood type cross-matching with donor units.

 

The current Ortho Vision Analyzer is past its lifecycle, and the laboratory is requesting to procure the updated Ortho Vision Swift Analyzer through a reagent rental agreement. CCRMC Clinical Laboratory would receive the updated Ortho Clinical Diagnostic Vision Swift analyzer at no cost by purchasing the reagents and consumables currently utilized by the department for various blood services testing. The acquisition of the Ortho Vision Swift analyzer would prevent the lab from updating all the testing equipment, such as specific centrifuges used in blood services, gel card incubators, reagents, quality control products, and the testing gel cards currently used in the department. All maintenance services would be included in this reagent rental to include preventative maintenance required for accreditation by the FDA and The Joint Commission.

 

QuidelOrtho Sales Company, LLC possesses a deep understanding of our blood bank infrastructure, ensuring that blood types and crossmatch units of blood for transfusions are accurately validated to avoid patient harm. The Ortho Vision Swift Analyzer reagents and consumables allow continuous access to a load stat and routine samples while reducing critical turnaround times for patient blood testing. The current analyzer reliability has been reduced due to the age of the equipment, and the testing performed on this analyzer is critical for surgical interventions and life-saving measures.

 

On June 25, 2024, the Board of Supervisors approved agenda item C.48 to execute purchase order #31322 with Ortho Clinical Diagnostics, Inc. in the amount of $450,000, for the purchase of the Ortho Vision Swift Blood Bank Analyzer, ID-Micro Typing System reagents, consumables, supplies and related service for the Clinical Laboratory at (CCRMC) effective the date the equipment arrives and for five years thereafter.

 

QuidelOrtho Sales Compancy, LLC is a supplier of the Vizient Group Purchasing Organization (GPO), which means that CCRMC, a Vizient member, is eligible to receive substantial rebates and access lower pricing. This purchase is governed by the Vizient Supplier Agreement entered into between Vizient Supply, LLC and QuidelOrtho Sales Compancy, LLC on January 1, 2025 (Agreement No. LB1023).

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the CCRMC Clinical Laboratory will not have access to Ortho Clinical Diagnostics products and a unique approach to significantly enhance the quality of care for patients. Delays in patient testing and implementation of life-saving patient care protocols may be affected due to the current analyzer reaching the end of its lifecycle.
