RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Community Violence Solutions with no change to the payment limit of $560,130 to provide prevention and intervention services for survivors of interpersonal violence in Contra Costa County, with no change to the term July 15, 2025 through June 30, 2027.

 

FISCAL IMPACT:

 

100% County; of which 50% is budgeted in FY 25-26 and 50% will be budgeted in FY 26-27.

 

BACKGROUND:

 

The Employment and Human Services Department engaged in an RFP solicitation for FY 24-25 and selected Community Violence Solutions (CVS) to provide comprehensive interpersonal violence prevention and intervention services for survivors of sexual assault and human trafficking in Contra Costa County. CVS provides 24/7 crisis support as well as advocacy services for such survivors. CVS also provides healthy relationship workshops to students/adults in Contra Costa County to prevent and interrupt the cycle of dating violence and interpersonal violence.

 

On July 8, 2025, the Board of Supervisors approved Consent Item C.36. authorizing executing a contract with CVS for the term July 1, 2025, through June 30, 2027, for an amount not to exceed $560,130. This amendment seeks to adjust the amount of student and parent/guardian violence prevention workshops to meet the increased demand. There is no change to the payment limit or contract term.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to provide continued crisis support or advocacy services to survivors of interpersonal violence.

 

CHILDREN’S IMPACT STATEMENT:

 

This contract supports all five of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.
