Report Title:                     Establish Classifications, Reclassify Existing Positions, and Abolish Replaced Classifications in the Department of Agriculture / Weights and Measures

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26294 to establish the following classifications:

                     Deputy Agricultural Commissioner & Sealer of Weights and Measures (BAHB) at salary plan and grade ZA5 1724 ($8,646.59 - $10,509.98);

                     Agricultural Biologist/Weights & Measures Inspector I (BAWB) at salary plan and grade QA5 1361 ($6,034.90- $7,335.46);

                     Agricultural Biologist/Weights & Measures Inspector II (BAVB) at salary plan and grade QA5 1440 ($6,525.91- $7,932.28).

 

Reclassify the following positions and carryover seniority for the incumbents:

                     Reclassify three (3) Deputy Agricultural Commissioner (BAHA)(represented) positions (numbers 5862, 5869, 18068, including two (2) incumbents and one (1) vacant position), and one (1) Deputy Sealer of Weights and Measures Inspector (BWHA)(represented) position (number 900, incumbent) to Deputy Agricultural Commissioner & Sealer of Weights and Measures (BAHB)(represented);

 

                     Reclassify six (6) Agricultural Biologist I (BAWA) positions (numbers 5866, 5868, 5899, 6478, 20075, 20105, including five (5) incumbents and one (1) vacant position) and three (3) Weights/Measures Inspector I (BWWA) positions (numbers 5873, 19858, 20227, including two (2) incumbents and one (1) vacant position) to Agricultural Biologist/Weights & Measures Inspector I (BAWB)(represented);

 

                     Reclassify one (1) Agricultural Biologist II (BAVA)(represented) position (number 5883, incumbent) to Agricultural Biologist/Weights & Measures Inspector II (BAVB)(represented).

 

Abolish the classifications of Deputy Agricultural Commissioner (BAHA), Deputy Sealer of Weights and Measures Inspector (BWHA), Agricultural Biologist II (BAVA), Weights/Measures Inspector II (BWVA), Agricultural Biologist I (BAWA), and Weights/Measures Inspector I (BWWA) in the Department of Agriculture.

 

FISCAL IMPACT:

No impact, cost neutral.

 

 

BACKGROUND:

Employees are currently trained and gain experience in either of the two sides of the Department, Agriculture or Weights and Measures, until they become senior employees. Because of this, it is difficult to cross-train people on new duties and for promotional roles when their current assignments and responsibilities limit them in time and capacity, and the overlap between classifications is labor-prohibitive. Establishing broader classifications will enable employees serving as Agricultural or Weights and Measures Inspectors, as newly classified, to be more flexible and responsive to the needs of the Department. Additionally, the streamlined classifications will provide better career development opportunities for the employees and improved succession planning for the Department.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

It will continue to be difficult to recruit and train and supervise employees. The Department will continue to have limited flexibility and responsiveness for serving County and community needs.
