Report Title: Establish the classifications of Hazardous Materials Captain and Hazardous Materials Inspector

RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No 26603 to establish the classifications of Hazardous Materials Captain (VLHC) (represented) at salary plan and grade 4N5 1814 ($11,082.86 - $14,852.09), and Hazardous Materials Inspector (V4VD) (represented) at salary plan and grade 4N5 1793 ($10,854.78 - $14,546.46) in the Contra Costa County Fire Protection District.
FISCAL IMPACT:
The fiscal impact of this change will be $300,887 per year per Hazardous Materials Inspector, and $349,347 per year per Hazardous Materials Captain. These changes will align the Hazardous Materials and CUPA program personnel into the District's structure and clarify their roles at the District. This is fully funded by fees generated by the Certified Unified Program Agencies (CUPA) program
BACKGROUND:
The Contra Costa County Fire Protection District (District) proposes establishing the classifications of Hazardous Materials Captain and Hazardous Materials Inspector.
Effective July 1, 2026, the District will absorb the Hazardous Materials program and Certified Unified Program Agencies (CUPA) responsibilities from Contra Costa Health, including program personnel. The personnel in the classifications of Hazardous Materials Specialist I and Hazardous Materials Specialist II will transition to the new classification of Hazardous Materials Inspector. The personnel in the classification of Supervising Hazardous Materials Specialist will transition to the classification of Hazardous Materials Captain.
These changes will assist the Hazardous Materials and CUPA program personnel in incorporating to the District and provide guidance to them regarding the requirements of their roles at the District.
CONSEQUENCE OF NEGATIVE ACTION:
If this position adjustment resolution is not adopted, the integration of the Hazardous Materials and CUPA program will not be as seamless due to the misaligned reporting structure.
