RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #23-384-19 with Language Line Services, Inc. (dba LanguageLine Solutions), a corporation, effective January 1, 2026, to amend Contract #23-384-16 (as amended by Contract Amendment/Extension #23-384-18), to increase the payment limit by $3,645,000, from $1,962,000 to a new payment limit of $5,607,000, and to extend the termination date from March 31, 2026 to March 31, 2027, for additional Federal and State mandated language interpretation and translation services and back-up telephonic services for the Health Services Department's Health Care Interpreter Network (HCIN).

 

FISCAL IMPACT:

Approval of this Contract Amendment/Extension will result in additional expenditures of up to $3,645,000 and will be funded 100% by Hospital Enterprise Fund I budget. (No rate increase)

 

BACKGROUND:

This Contract allows County to meet Title VI language access regulations and Limited English Proficient (LEP) patient/client needs for the County. Contractor’s services include but are not limited to, over-the-phone interpretation, testing of our in-house healthcare interpreters, acting as a back-up to County’s HCIN, and providing onsite interpretation and translation of written documents for the Health Services Department’s patients/clients. This Contract was entered into under and subject to the following legal authority: California Government Code §§ 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Division Contract monitoring staff meet to ensure monitoring of performance measures set forth in the Contract are upheld. This Contractor has been a part of Contra Costa Health Services providing interpretation and translation services and fostering a deep understanding of the County’s organizations mission, values, and long-term objectives since January 2006. This Contractor was approved by the Public Works Department’s Purchasing Division on February 9, 2026.

 

On May 13, 2025, the Board of Supervisors approved Contract #23-384-16 with Language Line Services, Inc. (dba LanguageLine Solutions), in an amount not to exceed $981,000, for the provision of Federal and State mandated interpretation and translation services and back-up telephonic services to County’s HCIN for the period May 1, 2025 through October 31, 2025.

 

On September 9, 2025, the Board of Supervisors approved Contract Amendment/Extension #23-384-18 with Language Line Services, Inc. (dba LanguageLine Solutions), effective October 1, 2025, to increase the payment limit by $981,000, to a new payment limit of $1,962,000, and to extend the termination date from October 31, 2025 to March 31, 2026, for additional Federal and State mandated interpretation and translation services and back-up telephonic services to County’s HCIN.

 

Approval of Contract Amendment/Extension #23-384-19 will allow the Contractor to provide additional Federal and State mandated services and back-up telephonic services to our HCIN for the Health Services Department through March 31, 2027. This Contract delay was due lack of real time knowledge of expenditures and extended negotiations of Contract terms.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment/Extension is not approved, the Contractor will not be able to provide interpretation and translation services required by State and Federal mandates.
