Report Title:                     Family and Children’s Trust (FACT) Contract Award Recommendations from EHSD on behalf of the FACT Committee

RECOMMENDATIONS:

 

CONSIDER the Family and Children’s Trust contract award recommendations resulting from Request for Proposal 1216, APPROVE the award of six (6) contracts per the FACT Committee recommendation and AUTHORIZE the Employment and Human Services Director, or designee, to negotiate and execute the contracts with the identified awardees for a combined total amount not to exceed $600,000, to provide child abuse prevention and intervention services, for the period July 1, 2025 through June 30, 2026. 

 

FISCAL IMPACT:

 

$600,000 aggregate cost for FY25/26: Funded by 40% County Children’s Trust, 33% Child Abuse Prevention, Intervention and Treatment (CAPIT) 2011 Realignment, 14% Ann Adler Donations, and 13% Federal Community-Based Child Abuse Prevention (CBCAP) all of which will be budgeted for FY 25-26.

 

BACKGROUND:

 

The Family and Children’s Trust (FACT) Committee was established in 1985 by the Contra Costa County Board of Supervisors to make funding recommendations to the Board of Supervisors on the allocation of specific funds for the prevention, intervention and treatment of child abuse and neglect, and the promotion of positive family functioning.  Funding for FACT supported projects derive from Federal and State program legislation and local donations to the County FACT fund.  According to the FACT Policies and Procedures, all decision making authority is retained by the Board of Supervisors.

 

In alignment with standard County procedures, the FACT Committee with the support from Employment and Human Services (EHSD) issues a Request for Proposal (RFP) every three (3) years via an open solicitation process to seek proposal responses from the community. 

At the November 13, 2024 FACT Committee Special Meeting, the FACT Committee voted and approved release of the FACT Request for Proposal (RFP) 1216 published and announced on January 3, 2025 with bidding proposal responses from the community due no later than January 31, 2025.

 

A total of seventeen (17) proposals were received in response to the RFP. Seven (7) proposals did not pass Compliance or Fiscal requirements. The remaining ten (10) proposals were reviewed, evaluated and scored by eight (8) of the (10) eligible FACT Committee members.  EHSD Staff to FACT compiled the individual evaluation results and ranked the proposal respondents 1 to 10 based on overall average score (highest - 1 to lowest - 10).  

 

As published in the RFP, the FACT Committee held a public meeting on April 7, 2025 where each of the ten (10) proposal responses and resulting evaluation scorings were reviewed and discussed by the FACT Committee. At said meeting, the FACT Committee completed with a vote to put forth six (6) of the ten (10) proposals for funding recommendation approval to the Board of Supervisors.  The following six (6) organizations are being put forth for funding recommendation for up to, but no more than $100,000 each:

 

1.                     Child Abuse Prevention Council of Contra Costa County - Nurturing Parent Program

2.                     Bay Area Crisis Nursery - Crisis Nursery Services

3.                     Contra Costa Interfaith Housing, dba Hope Solutions - Clinical and Academic Support Services for Homeless and Poverty Impacted Families

4.                     STAND! For Families Free of Violence - Breaking the Cycle

5.                     Mt. Diablo Unified School District - / Crossroads High School - Pregnant & Parenting Teen Education (CBCAP)

6.                     UJIMA Family Recovery Services - Family Wellness Program

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Services for prevention and intervention services to abused and neglected children, and children at risk of abuse or neglect and their families with funding allocated through the FACT Committee could not be provided by community-based organizations, which in turn also puts State and Federal related FACT funding (CAPIT and CBCAP) at risk for future allocation.

 

CHILDREN’S IMPACT STATEMENT:

 

Contracts resulting from the RFP will support all five of the community outcomes established in the Children's Report Card: (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by mitigating the occurrence of child abuse and neglect, and providing support services and guidance to strengthen the family unit.
