IN THE MATTER OF Recognizing Patricia Muñoz‑Zúñiga for 30 years of dedicated and exemplary service to Contra Costa County Health Services.
WHEREAS, Patricia Muñoz-Zúñiga began her County career in July 1996, as a Registered Nurse in County Clinics and the Advice Nurse Unit, advancing through the roles of Advice Nurse, Preceptor, Charge Nurse, Quality Manager, Manager, and Nursing Director; and
WHEREAS, Ms. Muñoz-Zúñiga provided exemplary leadership as Director of the 24/7 Advice Nurse Unit, strengthening workforce stability, enhancing patient-centered telephone triage service, and partnering with County leadership to establish the Advice Nurse job classification and develop innovative staffing models; and
WHEREAS, Ms. Muñoz-Zúñiga led the Advice Nurse Unit through major technology transitions-including implementing the Aspect and NICE inContact telephone platforms and the CentraMax and CCLink electronic health record systems-while developing workflows, training staff, and improving clinical documentation practices that enhanced patient safety and quality of care; and
WHEREAS, Ms. Muñoz-Zúñiga championed quality improvement as a Certified Telephone Triage Nurse by establishing robust quality assurance processes and co-creating the Telephone Consultation Clinic, which earned statewide recognition and improved timely access to efficient, high quality patient care; and
WHEREAS, under her leadership, the Advice Nurse Unit maintained URAC Accreditation from 2006-2024, becoming one of the first Medi-Cal call centers in California to earn this distinction; and
WHEREAS, Ms. Muñoz-Zúñiga strengthened patient access and operations by implementing rapid screening workflows, supervisory callback review, and high‑volume call management processes that reduced answer times and reliably supported urgent patient needs; and
WHEREAS, Ms. Muñoz-Zúñiga demonstrated exceptional commitment to emergency preparedness by establishing downtime workflows, securing backup communication systems, enabling remote operations prior to the COVID‑19 pandemic, and overseeing the transition to mobile technology and SharePoint resources to ensure continuity of care; and
WHEREAS, Patricia Muñoz-Zúñiga mentored and supported generations of nursing staff through education, coaching, and leadership, contributing to a stronger, safer, and more resilient workforce; and
NOW, THEREFORE, BE IT RESOLVED: that the Board of Supervisors hereby recognizes and honors Patricia Muñoz-Zúñiga for 30 years of distinguished service to the residents of Contra Costa County, expresses its sincere gratitude for her extraordinary contributions to patient care and departmental excellence, and extends its best wishes for continued success in all future endeavors.
