Report Title: Contract Amendment #74-675-1 with California Mental Health Services Authority

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County Contract Amendment/Extension #74-675-1 with California Mental Health Services Authority (CalMHSA), a government agency, effective February 1, 2025, to amend Contract #74-675, to extend the termination date from February 28, 2026 to February 28, 2027 for additional fiscal and administrative agent services with no change in the payment limit of $1,000,000.
FISCAL IMPACT:
None, there is no change in the original funding of $1,000,000 funded 100% by Mental Health Services Act (MHSA).
BACKGROUND:
The purpose of this Agreement is to combat the labor workforce shortages and lack of adequate training across California County Behavioral Health agencies. The Behavioral Health Workforce Program will act as the umbrella program for Remote Supervision Program, Temporary Clinical Staffing/Permanent Staff Recruitment Program, Training and Certification Courses and Medi-Cal Peer Support Specialist Program Offerings and allow the Behavioral Health Services Department (BHSD) staff to access the necessary training needed for State certifications. Per Administrative Bulletin 600.3, government agencies are exempt from solicitation requirements. This Agreement was approved by Health Services Personnel to ensure there is no conflict with labor relations.
On January 9, 2024, the Board of Supervisors approved Contract #74-675 with CalMHSA, in an amount not to exceed $1,000,000 to provide fiscal and administrative agent services for the Behavioral Health Workforce Program, for the period from March 1, 2023 through February 28, 2026.
Approval of Contract Amendment #74-675-1 will allow the Contractor to continue to provide fiscal and administrative agent services for the Behavioral Health Workforce Program through February 28, 2027. This Contract includes modifications to County’s standard indemnification clause and the General Conditions. The delay of this Contract was due to ongoing negotiations between the Contractor and the Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, BHSD staff will not have access to the Behavioral Health Workforce Program.
