RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Global ARFF Services, LLC in an amount not to exceed $500,000, to provide aircraft rescue firefighting apparatus maintenance and repair services, for the period of October 7, 2025 through October 6, 2030, Countywide.

 

FISCAL IMPACT:

100% Fleet Internal Service Fund

 

BACKGROUND:

Contra Costa County Public Works operates two airports: Buchannan Field Airport and Byron Airport. Three crash rescue/fire trucks are stationed at these facilities and per FAA regulations, they must be inspected and certified by licensed inspectors. These vehicles also require maintenance, repairs, and services on a semi-annual schedule or as needed.

 

Global ARFF Services, LLC has maintained the airport’s fleet of ARFF apparatus for over fifteen years with a record of 100% compliance, including all required emergency vehicle inspections and certifications. Their technicians are specifically trained in the types of apparatus used at our airports and bring valuable expertise gained through a longstanding partnership. The vendor has also served as the primary supplier of parts for the County’s Oshkosh apparatus.

 

Fleet Services is requesting approval of a service contract with Global ARFF Services, LLC for the term October 7, 2025 through October 6, 2030. This service contract will be made through a sole source procurement to ensure continuity of aircraft rescue firefighting apparatus maintenance and repair services for Contra Costa County Airports.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this contract will result in non-compliance with FAA guidelines for the maintenance and repair of aircraft rescue and firefighting apparatuses at Buchanan Field Airport and Byron Airport.
