RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26236 to add one (1) Quality Management Program Coordinator (VRHA) position at salary plan and grade ZA5-1961 ($10,412.81-$12,656.84), add one (1) Health Services Administrator - Level B (VANG) position at salary plan and grade ZB2-1323 ($5,703.79-$9,346.33), cancel one (1) Registered Dental Assistant (V9WG) position #19655 (40 hrs) at salary plan and grade TA5-1085 ($4,374.00-$5,316.63) and cancel two (2) Dentist-Exempt (VPT2) positions #16700 (32/40 hrs) and #16702 (22/40 hrs) at salary plan and grade 1PX-1002 ($14,442.63-$16,412.08) in the Contra Costa Health Department. (Represented)
FISCAL IMPACT:
Overall, this action will result in a cost savings of $105,413.39, including $15,407.78 in pension.
The cost of adding one (1) Quality Management Program Coordinator position is $243,922.62, including $35,634.57 in pension. The cost of adding one (1) Health Services Administrator - Level B position is $180,122.47, including $26,314.03 in pension.
The savings of cancelling one (1) Registered Dental Assistant position #19655 is $102,462.09, including $14,968.65 in pension. The savings of cancelling two (2) Dentist-Exempt positions #16700 and #16702 is $426,996.37, including $62,387.73 in pension.
100% funded by Hospital Enterprise Fund I.
BACKGROUND:
Additional positions will support our clinical improvement and monitoring activities, including compliance and regulatory oversight. The clinical programs have expanded over the last year to support additional services and clinics in the school-based, health care for the homeless, choosing change (opioid dependency program) and immunization programs. The division expects these programs to continue to expand over the coming years to address increase patient with Medi-Cal expansion, increased immunization from the Department of Public Health’s recommendations and growing opioid epidemic. Positions will support the division in quality improvement, assurance and general administration.
CONSEQUENCE OF NEGATIVE ACTION:
The lack of action would result in departmental inability to scale with the continued expansion of programs.
