RECOMMENDATIONS:

APPROVE and AUTHORIZE the Chief Engineer, Flood Control and Water Conservation District, or designee, to execute, on behalf of the Contra Costa Clean Water Program, a contract amendment with Geosyntec Consultants, Inc., to extend the contract termination date from September 30, 2026 to June 30, 2028, with no change to the payment limit for Countywide stormwater quality services necessary to comply with federal and state stormwater permit requirements issued under the National Pollutant Discharge Elimination System Permit, Countywide. (100% Stormwater Utility Assessment Funds)

 

FISCAL IMPACT:

There is no fiscal impact change associated with this amendment. All costs will continue to not exceed $887,947, funded 100% by the San Francisco Bay Water Quality Improvement Fund BIL grant.

 

BACKGROUND:

The Contra Costa Clean Water Program (“CCCWP”) consists of Contra Costa County, its 19 incorporated cities and towns, and the Contra Costa County Flood Control and Water Conservation District (collectively, “Permittees”). The CCCWP was established in response to federal Clean Water Act amendments requiring municipalities to obtain and implement stormwater permits designed to reduce pollutants discharged into Municipal Separate Storm Sewer Systems (MS4s).

The CCCWP previously contracted with Geosyntec Consultants, Inc. to plan, coordinate, and administer the Clean Watersheds For All Project, which supports countywide implementation of green stormwater infrastructure and other water quality improvement projects, focusing on underserved communities. The Request for Qualifications # 2306-661 was released on June 9, 2023, and awarded to Geosyntec Consultants, Inc. in a competitive bid 

The Project will continue to generate stormwater treatment plans, develop prioritized water quality improvement projects, create design concepts, and advance financial and operational systems that enable CCCWP municipalities to collaboratively fund, construct, and maintain these projects. The contract extension is necessary to complete ongoing work under the grant-funded program.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without the approval of the Board of Supervisors, the CCCWP, 19 Cities and Towns, Contra Costa County, and the Flood Control District will be unable to carry out the requirements of the Clean Watersheds For All project as set forth by the San Francisco Bay Water Quality Improvement Fund BIL grant.
