Report Title: Contract with RDA Consulting

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with the RDA Consulting in an amount not to exceed $551,420 to provide support and technical assistance with various department functions and initiatives, for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
This contract will be funded by an approximate combination of 67% General Fund ($369,451) and 33% Juvenile Justice Crime Prevention Act (JJCPA) ($181,969) funds.
BACKGROUND:
RDA Consulting (RDA) is a mission-driven, employee-owned, majority women-managed social purpose corporation. RDA provides a full-service integrated approach to strategic planning, assessment, applied research, evaluation grant writing, implementation support, organizational development, and data system development.
In 2018, the Contra Costa County Probation Department first contracted with RDA to lead the development of its Juvenile Probation Consolidated Annual Plan; a cohesive, targeted plan based for the Juvenile Justice Crime Prevention Act (JJCPA) and the Youthful Offender Block Grant (YOBG). Submittal of the plan is a condition of funding and the overall goal is to improve services for youth who are involved in or at risk of involvement in the juvenile justice system.
RDA has become very acclimated with the work of Probation and expanded its support from the juvenile functional areas to other areas in the department. Through this contract, RDA will provide support for several juvenile functions and initiatives. Additionally, RDA will assist in technical support for the Office of Reentry and Justice, the Continuous Quality Improvement unit, CalAIM efforts, and other strategic planning needs.
CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, the Probation Department will not have the necessary support to successfully lead the areas listed above.
