To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Purchase Order with Astound Business Solutions, LLC
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Astound Business Solutions, LLC, in an amount not to exceed $287,007, a Master Services Agreement, and Service Order for television cable for Contra Costa Regional Medical Center (CCRMC) for the period from July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
This action will result in budgeted expenditures of up to $287,007 and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Currently, CCRMC is using Astound Business Solutions, LLC, for cable television utility services in patient rooms and other areas of the hospital. CCRMC upgraded the entire cable television system to Astound in October 2023, which provides high-capacity, secure connectivity and a carrier-grade network at a lower cost. This includes upgraded services which are compatible with CCRMC existing system and will meet CCRMC’s current network requirements.
On July 11, 2023, the Board of Supervisors approved item C.58 to execute a purchase order with Astound Business Solutions, LLC, in amount not to exceed $283,226 for the purchase of television cable for CCRMC for the period from July 1, 2023 through June 30, 2026.
Utility services are exempt from bid solicitation requirements per Administrative Bulletin 600.4. Department approval of the procurement method for vendor services delayed execution of the planned July 1, 2026, start date. To ensure continuity of services, the department is requesting a July 1, 2026 effective date.
The agreements require mutual indemnification and holding one another harmless from all claims. The provider’s liability is limited to the lesser of (i) actual direct damages sustained by Customer, or (ii) the total received by Provider from the County in the past 12 months.
Approval of this request will allow CCRMC to purchase television cable service for their patients through June 30, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, there will be a direct impact to the overall hospital environment and patient care. Patients would no longer have access to television services in their rooms or other areas of the hospital and clinics.
