Report Title: Establish the Social Services Program Assistant I Classification
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee
RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26256 to establish a classification of Social Services Program Assistant I (X0WD) (represented) at salary plan and grade 255 1001 ($5,079.29 - $5,333.26) in the Employment and Human Services Department.
FISCAL IMPACT:
The net fiscal impact is approximately $691.92 per month, per position, for FY 23-24: the difference between proposed SSPA I monthly salary for FY 23-24 (budgeted at the top level at approximately $5,333.26), and Eligibility Worker I monthly salary for FY 23-24 (budgeted at the top level at approximately $4,641.34). Positions will be funded by 59% Federal, 35% State, and 6% County funds.
BACKGROUND:
On May 20, 2022, the Board of Supervisors approved item C.22, Position Adjustment Resolution No. 26057 to add three hundred and forty-three (343) Social Service Program Assistant (X0SA) (represented) positions, delete three hundred and ten (310) Eligibility Worker I/II/III (XHWA/XHVA/XHTB) (represented) positions, and delete thirty-three (33) Medi-Cal Program Assistant (XHSB) (represented) positions in the Employment and Human Services Department as a first steps towards creating a new eligibility worker series.
The Social Services Program Assistant I (SSPA I) classification will be the first in the intended series which will tentatively include Social Services Program Assistant II (SSPA II) and Social Services Program Assistant III (SSPA III) classifications. Within the series, the Social Services Program Assistant I and Social Services Program Assistant II are flexibly staffed. The Employment and Human Services Department has worked in partnership with SEIU to create the job description and salary range for SSPA I and continues in negotiations regarding the remainder of the series. Requests for adoption of future classifications for the remainder of the series will come to the Board upon completion.
CHILDREN’S IMPACT STATEMENT
Eligibility work supports the third community outcome established in the Children’s Report Card: “Families that are Economically Self Sufficient.”
CONSEQUENCE OF NEGATIVE ACTION:
The Eligibility Worker series is being reallocated to reflect the work of those within the classification. Not approving the classification will result in misalignment of the required duties.
