Report Title:                     Contract #74-475-185(4) with Jordan House of Umoja 

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-475-185(4) with Jordan House of Umoja, a non-profit corporation, in an amount not to exceed $1,058,172, to provide school-based Medi-Cal Specialty Mental Health Services (SMHS) for Seriously Emotionally Disturbed (SED) youth in Contra Costa County for the period July 1, 2026 through June 30, 2029.

 

FISCAL IMPACT:

Approval of this Contract will result in contractual service expenditures of up to $1,058,172 over a three-year period and will be funded 50% by Federal Medi-Cal revenues and 50% by Mental Health Realignment funds.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing community-based Medi-Cal SMHS to youth with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. This Contractor has been providing these services to the County since July 2024.

 

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, §5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in BHSD’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. Per Administrative Bulletin 600.3, the Department of Public Works has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.

 

In August 2025, the Purchasing Services Manager approved and executed Contract #74-475-185(1) with Jordan House of Umoja, in an amount not to exceed $190,000 for the provision of Medi-Cal SMHS for SED youth in Contra Costa County for the period July 1, 2025 through June 30, 2026.

 

In March 2026, the Board of Supervisors approved Contract Amendment #74-475-185(2) with Jordan House of Umoja, effective January 1, 2026 to increase the payment limit by $139,110, to a new payment limit of $329,110 to provide additional Medi-Cal SMHS for SED youth with no change in the term.

 

Approval of Contract #74-475-185(4) will allow the Contractor to continue providing Medi-Cal SMHS through June 30, 2029.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, there will be fewer Medi-Cal SMHS available for SED children in Contra Costa County as the County solicits and engages an alternative Contractor.
