RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with UC Davis Center for Regional Change, in an amount not to exceed $9,976 to provide project design support and evaluation plan development for the Guaranteed Income pilot for the period April 1, 2025 through June 30, 2025.
FISCAL IMPACT:
$ 9,976: 100% Measure X funds; all of which is budgeted in FY 24/25
BACKGROUND:
On October 22, 2024, the Board of Supervisors approved D.4. allocating $3.25 million Measure X funds and $1 million AB 109 funds for a Guaranteed Income (GI) Pilot to be administered by the Employment and Human Services Department (EHSD).
EHSD is preparing to launch an 18-month GI Pilot serving approximately 150 recipients in four key populations. EHSD will evaluate the effectiveness of the GI Pilot on long-term economic outcomes. UC Davis services will include preparation of a literature review, development of an evaluation plan, and program design support. This agreement includes mutual indemnification to hold harmless both parties for any claims arising out of the performance under this agreement.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the program may lack strategic coherence or miss key design elements that could improve outcomes, miss best practices from other pilots, and miss critical data collection opportunities. Lack of program design informed by literature review and research may impact the program’s sustainability.
CHILDREN’S IMPACT STATEMENT:
This agreement supports four of the five Contra Costa County’s community outcomes of the Children’s Report Card, (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families”.
