Report Title: Purchase Order with Hologic Sales and Service, LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, (1) three purchase orders with Hologic Sales and Service, LLC in a total amount not to exceed $1,674,332 for the purchase of three 3-D mammography systems for various Health Centers within Contra Costa, and (2) two Group Purchasing Organization (GPO) Designation Forms with Vizient Supply, LLC for installation services, software, and support of the 3-D mammography systems, for the period of November 18, 2025, through August 31, 2027.
FISCAL IMPACT:
Approval of this action will result in three one-time expenditures totaling up to $1,674,332 and will be funded by Hospital Enterprise Fund I revenues. The first expenditure up to $701,924 for Martinez Health Center, the second up to $486,679 for West County Health Center, and the third up to $485,729 for Pittsburg Health Center.
BACKGROUND:
The Hologic 2D Mammography at Contra Costa Regional Medical Center (CCRMC), which was installed in 2012, has reached the end of its operational and service life. Over the past decade, significant advancements in mammography technology and improved standards of care have been introduced, offering enhanced diagnostic accuracy, patient outcomes, and overall efficiency. Replacing this outdated equipment is essential to align with current best practices and ensure the continued delivery of high-quality patient care.
The Hologic 3D Mammography is a breast imaging system that captures multiple angles to create a more detailed view, and can enhance cancer detection, especially in dense breast tissue. The Affirm Upright Breast Biopsy Solution is a minimally invasive system for upright, stereotactic breast biopsies and integrates with Hologic’s mammography units. The Brevera Biopsy and Imaging System combines real-time tissue acquisition, imaging, and verification.
Hologic Sales and Service, LLC is a supplier of the Vizient Group Purchasing Organization (GPO), which means that CCRMC, a Vizient member, is eligible to receive substantial rebates and access lower pricing. These purchases are governed by the Vizient Supplier Agreements entered into between Vizient Supply, LLC and Hologic Sales and Service, LLC on September 1, 2020 and May 1, 2022 and as amended on September 1, 2024 and January 1, 2024 respectively (Agreement Nos. XR0653 & XR0905).
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, CCRMC and the Health Centers may face challenges in early cancer detection, potentially resulting in delayed diagnoses and less favorable patient outcomes.
