Report Title:                     Cancel one Clinical Psychologist position #18477 and add one Mental Health Clinical Specialist position in the Contra Costa Health Department

RECOMMENDATIONS:

ADOPT Position Adjustment Resolution No. 26168 to cancel one (1) Clinical Psychologist (VQTB) position #18477 at salary plan and grade TC2-1483 ($6,683 - $9,443) and add one (1) Mental Health Clinical Specialist (VQSB) position at salary plan and grade TC2-1384 ($6,059 - $8,994) in the Health Services Department. (Represented)

FISCAL IMPACT:

Upon approval, there is an annual cost savings of $8,653, with $2,030 in pensions included. This position will be funded 100% by Hospital Enterprise Fund I.

BACKGROUND:

The Health Services Department is requesting to add one (1) Mental Health Clinical Specialist position and cancel one (1) Clinical Psychologist position.  Patients at the Martinez Wellness Center need access to timely mental health care services. It was determined that a Mental Health Clinical Specialist position would be the most appropriate classification for this role given the need for specialized mental health evaluation, therapy, intervention, and treatment services. The Mental Health Clinical Specialist position will be responsible for, but not limited to providing mental health therapy, intervention and treatment to mild-moderate patients from the ambulatory care clinic, maintaining an updated and active caseload in their EPIC Compass Rose program, preparing social case histories, referring clients to appropriate community agencies, and coordinating care with the relapse prevention team. Adding this position will allow the department to provide essential mental health therapy services to patients.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the department will not have enough staff to provide critical patient access, and timely mental health care.
