IN THE MATTER OF Resolution recognizing LAFAYETTE

CHAMBER OF COMMERCE 2026 CITIZEN of

the year CAROL SINGER                                                                                                             

 

Whereas, Carol Singer has been a resident of Lafayette for more than fifty years and is widely recognized as one of the community’s “quiet” yet profoundly impactful leaders, an individual whose steady, thoughtful, and research-driven approach has shaped major civic initiatives and strengthened the fabric of the city. As one nominator reflected, “Carol has been one of the ‘quiet’ volunteers who has amassed an impressive list of activities vital to the City’s development and livability”; and

 

Whereas, this year marks Carol’s remarkable 40th year of service on the Parks, Trails and Recreation Commission, where she has served with distinction since 1986, including multiple terms as Chair. She is the only Lafayette resident to have served on each of the City’s major long-range planning bodies, including the General Plan Advisory Committees (for both the 2002 and current General Plans) and the Downtown Specific Plan Committee (2012), contributing her insight and institutional knowledge to decisions that will guide Lafayette for generations; and

 

Whereas, beyond her extensive work in planning and parks, Carol has been a driving force in numerous community organizations for decades, including serving as Vice President of the Lafayette Homeowners Association, an active member of the Friends of the Lafayette Library, a contributor to the Age-Friendly Action Plan, and a respected local resource on campaign finance matters.

 

Whereas, impact is defined not only by what she has accomplished, but by how she has accomplished it, with integrity, level-headedness, inclusivity, and an unwavering commitment to informed civic engagement and the best outcomes for the entire community; and

Whereas, Carol grew up in New Jersey and moved to California to attend University of California, Berkeley, where she earned a degree in economics. Following a professional career in San Francisco, she married and made Lafayette her home.

Whereas, in her retirement, Carol continued her steadfast commitment to public service in the Lamorinda community, working as a Community Liaison for former Supervisor Gayle B. Uilkema, where she provided thoughtful constituent support, strengthened regional partnerships, and helped advance policies that enhanced the quality of life for residents; and

Whereas, Carol is a passionate outdoorswoman spending summers backpacking through the Sierra Nevada with her women’s hiking group, ultimately traversing every Sierra pass, an extraordinary accomplishment. Her adventures also took her across the Alps and the Dolomites, reflecting the same determination and spirit of exploration that she has brought to her civic life; and

 

 

Now, therefore be it resolved that the Board of Supervisors of Contra Costa County does hereby honor

Carol Singer

 

For her extraordinary four decades of service, leadership, and unwavering dedication to the community of Lafayette

 

 

                    PASSED by a vote of the Board of Supervisors this 19th day of March, 2026.
