IN THE MATTER OF Recognizing the Retirement of Wanda McAdoo from Contra Costa County

 

WHEREAS, Wanda McAdoo graduated in 1986 with a Bachelor of Arts degree in Political Science from the University of California, Berkeley, where she was a star track and field athlete, and received a Master of Public Administration degree from Cal State Hayward in 1992; and

WHEREAS, before coming to the County Counsel’s Office on April 1, 2003, Wanda had more than 15 years’ experience in office management, personnel administration, and budget analysis with a prestigious law firm in Oakland; and

WHEREAS, Wanda was hired as an Administrative Services Assistant II, was steadily promoted over the years, and is retiring as Chief of Administrative Services I; and

WHEREAS, Wanda ran the day-to-day administrative operations of the County Counsel’s Office, where she directly supervised the office’s legal support teams and was responsible for systems management in the office, including records management, library management, office automation, document management, litigation support, and other systems management functions; and

WHEREAS, Wanda excelled at budget management, and her budget expertise was invaluable in balancing and completing the County Counsel’s Office budget on time for 23 consecutive years; and

WHEREAS, Wanda was an outstanding contracts manager who had excellent vendor relationships and always worked hard to get the best deal for the office; and

WHEREAS, Wanda supported four County Counsels, oversaw a growth in the office from 43 to 57 full-time employees without an increase in administrative personnel, and managed the onboarding of 53 employees (and the separation of 89 employees) over her career in the office; and

WHEREAS, Wanda consistently showed initiative and a willingness to take on significant, time-consuming office projects, including scanning and digitizing more than one million pages of closed case documents and implementing a new officewide case management system; and

WHEREAS, Wanda was a calm, steady, invaluable presence over a challenging three-year period for the County Counsel’s Office that included dealing with a global pandemic and relocating the office from 651 Pine to 1025 Escobar at the height of the pandemic; and

WHEREAS, Wanda has the thanks and gratitude of the entire County Counsel’s Office for all she has done to further the office’s mission of providing excellent legal services to its clients and advancing the County’s priorities; and

WHEREAS, Wanda’s presence in the County Counsel’s Office will be missed not only for her leadership and commitment to public service, to the office, and to Contra Costa County, but also as a role model, mentor, and friend to all who have worked with her; and

WHEREAS, we are proud to celebrate this professional milestone in Wanda’s career, and to honor her and thank her for her leadership and dedicated service to Contra Costa County and the County Counsel’s Office.

 

NOW, THEREFORE, BE IT RESOLVED that, the Contra Costa County Board of Supervisors congratulates Wanda McAdoo on her retirement and extends its sincerest thanks to Wanda for her 23 years of distinguished service to Contra Costa County.
