Report Title: WDB - 29-517-4 Agreement with Alameda County Workforce Development Board

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to enter into an agreement with the Alameda County Workforce Development Board in an amount not to exceed $603,000 to provide maritime related training and career services under the Marine Trades and Water Transportation Careers Initiative and the Regional Industry Careers Project for the term April 1, 2026 through June 30, 2027.
FISCAL IMPACT:
100% State funded through the Marine Trades and Water Transportation Careers Initiative, of which 20% was budgeted in FY 25-26 and 80% is budgeted in FY 26-27.
BACKGROUND:
In 2023, Alameda County Workforce Development Board was awarded $3,933,848 from the State of California Workforce Development Board for the High Road Training Partnerships (HRTP) Marine Trades and Water Transportation Careers (MTWTC) Initiative. The Alameda County Board of Supervisors accepted these funds and entered into a contract with the State as of April 1, 2024 and received an extension as of April 1, 2026.
On December 17, 2024, the Board approved Item C.83 accepting a grant from and executing an agreement with Alameda County Workforce Development Board. This action approved the execution of an agreement for the continued MTWTC Initiative. The Workforce Development Board of Contra Costa County (WDBCCC) continues MTWTC Services with targeted recruitment, case management, support services, training, and aligned program activities to prepare thirty-nine (39) job seekers for job placement. This agreement allows WDBCCC to spend the remaining balance from the previous agreement (26671). In addition, WDBCCC will perform regional industry sector business services with employer engagement into Maritime careers under the RICP.
This initiative involves the East Bay Works partnership of the Workforce Development Boards of Alameda County, Contra Costa County, and the City of Oakland, to enhance workforce system infrastructure and capacity through collaborative efforts. The partners identified the need for enhanced services, industry-recognized training, and earn-and-learn programs. This revenue agreement supports regional maritime workforce development goals aligned with state and local plans.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to obtain necessary approvals will prevent participants from accessing crucial training, hindering their path to self-sufficiency and reducing the pool of qualified candidates for local businesses. Non-compliance with HRTP financial requirements could jeopardize the local Workforce Development Board's standing.
