RECOMMENDATIONS:

INTRODUCE Ordinance No. 2026-13 amending the County Ordinance Code to retitle the merit system exempt classification of Deputy Executive Director, Contra Costa Health Plan-Exempt to the new title of Health Plan Division Director-Exempt, WAIVE READING and FIX September 8, 2026, for adoption.

BACKGROUND:

 

The Contra Costa Health department requests the retitle of the existing Deputy Executive Director, Contra Costa County Health Plan - Exempt (VCD2) classification to Health Plan Division Director - Exempt. The department’s intent is to modernize the classification so it can support evolving Health Plan operational responsibilities within a managed care environment.

 

The current classification was established in 1997 as a single-position class with duties tied to a specific organizational structure and operational model. As managed care programs, regulatory requirements, and Health Plan operations have evolved dramatically over the past decades, the classification has become increasingly narrow and does not fully reflect the range of responsibilities required to support modern health plan administration.

 

The Contra Costa Health Plan (CCHP) proposes revising the existing classification to introduce a Health Plan Division Director - Exempt classification. The revised classification would retain its focus on managed care and health plan administration while providing flexibility to align duties and responsibilities with changing operational and regulatory needs. The proposed change is intended to modernize existing classification and ensure it remains relevant as Health Plan operations continue to evolve.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this proposal is declined, the health plan will experience continued and significant challenges in attracting the talent to serve in these high-level and heavily regulated directorship assignments.
