RECOMMENDATIONS:
RATIFY the Health Services Director, or designee’s (David Culberson, Chief Executive Officer, Contra Costa Regional Medical Center and Health Centers), June 1, 2026 execution of Grant Agreement #28-928-5 with Physicians for a Healthy California (PHC), a non-profit corporation, to pay County an amount not to exceed $255,000 to provide additional training to primary care and emergency physician residents at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period from July 1, 2026 through September 30, 2029.
FISCAL IMPACT:
Approval of this Grant Agreement will result in receipt of an amount not to exceed $255,000 from PHC for the Family Practice Residency Program. A $100 County match is required and will be funded by Hospital Enterprise Fund I.
BACKGROUND:
PHC is authorized by the California Healthcare, Research and Prevention Tobacco Tax of 2016 (Proposition 56) and the University of California to issue grants for the purpose of increasing the number of primary care and emergency physicians trained in California. The goal of these grant funds is to sustain, retain and expand graduate medical education programs based on workforce needs and priorities.
On September 24, 2024, the Board of Supervisors approved Grant Agreement #28-928-3 with Physicians for a Healthy California, to pay the county an amount not to exceed $150,000, for training of primary care and emergency physician residents at CCRMC and Contra Costa Health Centers, for the period from July 1, 2024 through September 30, 2027.
On July 22, 2025, the Board of Supervisors approved Grant Agreement #28-928-4 with Physicians for a Healthy California, to pay the county an amount not to exceed $150,000, for training of primary care and emergency physician residents at CCRMC and Contra Costa Health Centers, for the period from July 1, 2025 through September 30, 2028.
Approval of Grant Agreement #28-928-5 will allow continuation of the Family Practice Residency Program at CCRMC and Contra Costa Health Centers, including training for an additional family practice resident through September 30, 2029. This Agreement contains a mutual indemnification provision that requires the parties to indemnify, defend and hold harmless the other party for claims for injury or damages arising out of performance of this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Agreement is not approved, Contra Costa County may not sustain and retain County’s primary care and emergency physician residents for the Family Practice Residency Program at CCRMC and Contra Costa Health Centers.
