Report Title: Purchase Order with Hologic Sales and Services, LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Hologic Sales and Services, LLC in an amount not to exceed $1,000,000 and related agreement amendment, for the purchase of testing reagents, kits and related laboratory testing supplies for the period from October 1, 2023 through September 30, 2024.
FISCAL IMPACT:
Approval of this action will result in expenditures of up to $1,000,000 over a one-year period and will be fully funded by Hospital Enterprise Fund I revenues.
BACKGROUND:
Hologic Sales and Services, LLC formally known as Hologic, Inc. has provided testing reagents for the Hologic Panther instruments at the Contra Costa County Public Health Laboratory since 2015. The testing reagents and kits are used to conduct testing for chlamydia, gonorrhea, trichomonas vaginalis, mycoplasma genitalium, herpes simplex virus 1 & 2, HIV, hepatitis B & C, and SARS-CoV-2. A high-volume of routine sexually transmitted infection (STI) testing is performed on Hologic instrumentations on a daily basis.
During the COVID-19 pandemic, diagnostic testing demand fluctuated for all laboratory assays. On January 10, 2023, the Board of Supervisors approved agenda item C.48 to execute an amendment to purchase order (#18098) with Hologic, Inc., to increase the payment limit from $1,000,000 to $2,500,000 to procure laboratory testing supplies for the period of January 1, 2020 to January 16, 2024. This purchase order will be reissued in the new vendor name as recommended in this request.
Hologic Sales and Services, LLC is the sole provider of reagents for the Hologic Panther instruments. The agreement amendment effective September 5, 2023 and will automatically renew on an annual basis unless either party provides written notice of its intent not to renew. Approval of this amendment will allow this vendor to provide additional testing reagents, kits and related laboratory supplies to meet the laboratory's demand through September 30, 2024.
CONSEQUENCE OF NEGATIVE ACTION:
If this item is not approved, the Contra Costa Public Health Laboratory will not be able to purchase additional testing reagents, kits and related laboratory supplies to conduct STI screening and viral load testing per CDC recommendations.
