Report Title:                     Contract #26-378-18 with Concord Yellow Cab, Inc.

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Service Director, or designee, to execute on behalf of the County Contract #26-378-18 with Concord Yellow Cab, Inc., a corporation, in an amount not to exceed $250,000, to provide non-emergency taxicab transportation services for patients at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period from July 1, 2026 through June 30, 2027.

 

FISCAL IMPACT:

Approval of this Contract will result in expenditures of up to $250,000 and will be funded as budgeted by the department in Fiscal Year 2026-27, 100% by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

CCRMC and Contra Costa Health Centers have an obligation to provide non-emergency taxicab transportation services to patients. The County has been contracting with Concord Yellow Cab since July 2022 to provide non-emergency transport services to patients unable to transport themselves to medical appointments due to medical conditions, including verifiable seizure disorders or other physical disabilities which make it unsafe for patients to travel on public transportation, or may have been prescribed medication which has or could impair patient mobility.

 

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. This Contractor was approved by the Public Works Department’s Purchasing Division on March 23, 2026.

 

On July 8, 2025, the Board of Supervisors approved (item C.88) Contract #26-378-17 with Concord Yellow Cab, Inc., in an amount not to exceed $250,000, for the provision of non-emergency taxicab transportation to patients at CCRMC and Contra Costa Health Centers, for the period July 1, 2025 through June 30, 2026.

 

Approval of Contract #26-378-18 will allow the Contractor to continue providing non-emergency taxicab transportation services through June 30, 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, patients requiring non-emergency taxicab transportation services will not receive services from the Contractor.
