Report Title: Vacancy on the Council on Homelessness

RECOMMENDATIONS:
ACCEPT the recommendation by staff to remove Donnie Diego; DECLARE a vacancy in the Community Member Seat on the Council on Homelessness for a term ending December 31, 2027; and DIRECT the Clerk of the Board to post the vacancy as recommended by the Health, Housing and Homeless Services Division Director and Health Services Director.
FISCAL IMPACT:
There is no fiscal impact for this action.
BACKGROUND:
As per the Council on Homelessness bylaws Section 6, “Two absences, excused or unexcused, from the regularly scheduled Council meeting in any 12-month period will warrant inquiry from the Council as to ability and interest of the individual in continuing as a member. Three unexcused absences within any 12-month period from time of appointment will result in a recommendation to the Board of Supervisors that this member be removed from the Council.”
Mr. Diego has had four unexcused absences from Council meetings since July 10, 2026 and staff has been unable to engage Mr. Diego to discuss interest in continuing on the Council despite multiple attempts.
The Contra Costa Continuum of Care is governed by the Contra Costa Council on Homelessness (hereinafter referred to as the Council). The Council is appointed by the Contra Costa County Board of Supervisors to assist and provide guidance in the development and implementation of long range planning and policy formulation of homeless issues in Contra Costa County. The Council serves as the governing body for the Contra Costa County Homelessness Continuum of Care. The Council also provides a forum for communication and coordination of the County's Strategic Plan to End Homelessness, educate the community on homeless issues, and provide the Contra Costa County Board of Supervisors and Continuum of Care lead agency (Contra Costa Health Services’ Health, Housing & Homeless Services Division) on federal, state and local policy issues affecting people who are homeless or at-risk of homelessness.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Council on Homelessness may not be able to meet quorum to vote on items coming before them.
