RECOMMENDATIONS:

 

ADOPT Resolution No. approving a Side Letter of Agreement between Contra Costa County and the Deputy Sheriffs Association - Rank & File Unit, providing for a hiring incentive for deputy sheriffs and dispatchers through the June 30, 2027, expiration of the current MOU.

 

FISCAL IMPACT:

 

 

 

BACKGROUND:

 

Contra Costa County and the Deputy Sheriffs Association - Rank & File Unit are parties to a Side Letter of Agreement that provides the following hiring incentive for certain deputy sheriffs and dispatchers:

 

A.                     Entry-Level Recruits

1.                     Deputy Sheriff-Recruit - Fixed Term (6X7A) hired on or after the effective date of this side letter - Five thousand dollars ($5,000) will be paid in the month following successful completion of the basic academy; Five thousand dollars ($5,000) will be paid in the month following successful completion of probation as a Deputy Sheriff (6XWA).

2.                     Sheriff’s Dispatcher I (64WK) hired on or after the effective date of this side letter - Twenty-five hundred dollars ($2,500) will be paid the month following hire date; Twenty-five hundred dollars ($2,500) will be paid the month following the successful completion of two years as a Sheriff’s Dispatcher I/II (64WK/64WM).

 

B.                     Experienced Employees Hired from Other Agencies (Lateral Transfers)

1.                     Deputy Sheriff (6XWA) hired on or after the effective date of this side letter - Seven thousand dollars ($7,000) will be paid the month following hire date; Eight thousand dollars ($8,000) will be paid in the month following the successful completion of two years as a Deputy Sheriff (6XWA).

2.                     Sheriff’s Dispatcher II (64WM) hired on or after the effective date of this side letter - Ten thousand dollars ($10,000) will be paid the month following hire date; ten thousand dollars ($10,000) will be paid in the month following successful completion of two years as a Sheriff’s Dispatcher II/Supervising Sheriff’s Dispatcher (64WM/64HD).

 

The current Side Letter of Agreement is set to expire on June 30, 2025.

 

Of the 9 Bay Area counties, Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, and Solano all offer hiring incentives for deputy sheriffs or dispatchers. Other law enforcement agencies at Bay Area cities and special districts also offer similar hiring incentives for these classifications.

 

This Side Letter of Agreement supersedes the Side Letter of Agreement that expires on June 30, 2025. It will enable the Office of the Sheriff of Contra Costa County to remain competitive in recruiting the best qualified candidates to provide law enforcement services to the public.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The Office of the Sheriff of Contra Costa County will be less competitive with other agencies to hire qualified deputy sheriffs and dispatchers, which will reduce coverage and negatively impact operations.

The Contra Costa County Board of Supervisors acting in its capacity as the governing board of the County of Contra Costa RESOLVES THAT:

 

Effective July 1, 2025, the Side Letter of Agreement dated June 16, 2025, between the County of Contra Costa and the Deputy Sheriffs Association - Rank & File Unit, which supersedes Resolution No. 2023/198 regarding hiring incentives for deputy sheriffs and dispatchers, be ADOPTED.
