Report Title: Recognize EHSD employees 20, 25, 30, and 35 Years of Service in 2026

RECOMMENDATIONS:
ADOPT a resolution recognizing the dedication of Employment and Human Services Department employees who reached 20+ years of service in Contra Costa County during 2026, as recommended by the Employment and Human Services Director.
FISCAL IMPACT:
None.
BACKGROUND:
Contra Costa County Employment and Human Services Department (EHSD) annually recognizes and congratulates staff members who achieve 20+ years of service during the current calendar year for their dedication and valuable contributions over the years. During 2026, a total of 74 EHSD employees reached or will reach milestone years of 20, 25, 30, and 35 years of service to Contra Costa County residents, EHSD customers, and County colleagues.
CONSEQUENCE OF NEGATIVE ACTION:
Long-serving EHSD staff who reach milestone 20+ years of service during 2026 will not receive the County recognition.
CHILDREN’S IMPACT STATEMENT:
This resolution supports all five of Contra Costa County’s community outcomes of the Children’s Report Card: (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) “Families that are Safe, Stable and Nurturing”; and (5) “Communities that are Safe and Provide a High Quality of Life for Children and Families.”

IN THE MATTER OF Recognizing EHSD employees who have achieved 20, 25, 30, and 35 years of service during 2026 in Contra Costa County:
WHEREAS, Contra Costa County Employment & Human Services Department (EHSD) recognizes and congratulates 74 staff members who achieved 20+ years of service during 2026; and
WHEREAS, EHSD proudly recognizes two employees who have each reached a remarkable 35 years of service: Bonnie Bienkowski and Michelle Perry; and
WHEREAS, 12 EHSD staff members have achieved the milestone of 30 years of service in Contra Costa County: Stephanie Rojas, Doris Edlund, Doretha McElderry, Leticia Pereira, Frances Banda, Maria Sepulveda, Frances Hughes, America Patterson, Kelly Rule, Jaime Lopez, Trini Weng, and Dena Holland-Wilson; and
WHEREAS, 24 employees are marking 25 years of service: Mary Cook, Michele Baker, Moueylinh Phan, Marie Mosley, Raenelle Aldana, Marites Tolentino, Monique Cooper, Sophia Webb, Valerie Memnon, Jacqueline Ramos, Ching Leung, Michelle Lopez-Kelly, Temeka Hamlett-Oliver, Chau Nguyen, Nangkeo Sipaseut, Antonio Sanchez, Michelle Maguire, Jaimie Scroggins, Maria Gaspar, Anna Domingo, Nicole Gremillion, Eugenia Hidalgo-Malacas, Derek Forrest, and James Gibson; and
WHEREAS, 36 EHSD employees have completed 20 years of service in Contra Costa County: Sandra Melero, Karen Fortson, Lisa Cleveland-Finney, Lorena Orellana, Chan Sivilay, Rosalie Uy, Maria Rios, Sonya Hopkins, Cynthia Smith, Darren Patton, Michelle Turner, LaTosha Stockholm, Esther Dominguez, John Long, Erick Untal, Seema Walse, Kimberly Arnerich, Maria Luna Mayen, Kellie Ellison, Shelley Nickerson, Rene Tucker, Barbara Sumler, Sandy Valdivia, Gisselle Gomez, Kyu Chun, Jennifer Kirby, Afi Fiaxe, Tomika Taylor, Jessica Connolly, Yves Roi David, Omar Pastora, Shaniko Brown, Evalesi Unutoa, John (J.R.) Mintz, Yolanda Contreras, and Daly Young, and
WHEREAS, our EHSD staff embody our mission to ensure that our community members have access to resources that support, protect, and empower individuals and families to achieve self-sufficiency; and
WHEREAS, our longtime public servants exemplify EHSD’s core values of promoting organizational excellence, delivering exceptional customer experience, openly communicating, embracing change, practicing ethical behavior, and respecting diversity in the work they perform every day.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby recognizes these employees who, in 2026, achieved 20+ years of serving Contra Costa County community members, EHSD customers, and colleagues through their valuable contributions and dedicated service.
