RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with 1Hundred Years Enterprise Foundation, in an amount not to exceed $403,953 for a mentorship and therapy program supporting Transition-Aged Youth (TAY) and youth in the Community Success Pathway (CSP) Program for the period January 1, 2026 through December 31, 2027.

 

 

FISCAL IMPACT:

This contract will be funded 57% by Assembly Bill 109 Local Innovation Funds and 43% by State Community Corrections Performance Incentive Funds (SB 678).

 

 

BACKGROUND:

1Hundred Years (1HYE), in partnership with UCSF, offers an innovative pilot program supporting Transition-Aged Youth (TAY) and youth in the Community Success Pathway (CSP) Program-a court-ordered initiative providing intensive supervision and community-based support. The program serves youth who are currently in-custody or recently released, combining credible mentorship with evidence-based, trauma-focused therapy.

 

Founded by three men with a combined 100 years of in-custody experience, 1HYE delivers culturally responsive youth development services aimed at reducing violence and recidivism. Core components include comprehensive case planning, wraparound mentoring, parenting guidance, and workforce development.

 

The program integrates lived-experience mentorship with trauma-informed clinical care. 1HYE mentors play a vital role in building trust and guiding youth and families through the reentry process, addressing high rates of trauma and Post Traumatic Stress Disorder among participants.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, this would result in the loss of a critical, culturally responsive program for TAY and CSP participants who are at risks for untreated trauma, and system re-involvement
