Report Title:                     Approve and Authorize to fully close Juanita Drive between Freeman Road and Boulevard Way and other nearby roads on February 1, 2024 through May 31, 2024, from 7:00 a.m. through 5:00 p.m., Walnut Creek, area.

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close all of Acacia Road, Studebaker Road, Garden Court, Carrol Place and a portion of El Curtola Boulevard between Juanita Drive and Kinney Drive and Juanita Drive between Freeman Road and  Boulevard Way on February 1, 2024 through May 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of installing 11,385 feet of water main, service transfer, and appurtenances, Walnut Creek area.  (District II)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

East Bay Municipal Utility District (EBMUD) requested a road closure to facilitate their infrastructure renewal project. The road closures maintain traffic safety around the construction site and increase the efficiency of the construction project, allowing EBMUD to complete the work in a timelier manner. EBMUD shall follow the guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for planned activities.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close all of Acacia Road, Studebaker Road, Garden Court, Carrol Place and a portion of El Curtola Boulevard between Juanita Drive and Kinney Drive and Juanita Drive between Freeman Road and  Boulevard Way on February 1, 2024 through May 31, 2024, from 7:00 a.m. through 5:00 p.m., for the purpose of infrastructure renewal, Walnut Creek area.  (District II)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to East Bay Municipal Utility District to fully close Acacia Road, Studebaker Road, Garden Court, Carrol Place and a portion of  El Curtola Boulevard between Juanita Drive and Kinney Drive and Juanita Drive between Freeman Road and Boulevard Way, except for emergency traffic, local residents, US Postal Service and garbage trucks, on February 1, 2024 through May 31, 2024, for the period of 7:00 a.m. through 5:00 p.m., subject to the following conditions:

1.                     Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction  area and essential services will be allowed access as required.

2.                     All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

3.                     East Bay Municipal Utility District shall comply with the requirements of the Ordinance Code of Contra Costa County.

4.                     Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

5.                     Obtain approval for the closure from the Sheriff’s Department, the California Highway Patrol and the Fire District.
