Report Title:                     Title IIIC-1 Interagency Agreements with City Partners

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute ten interagency agreements with public agencies and to execute one contract with a non-profit corporation, to deliver the Older Americans Act Title IIIC-1 Congregate Meal Program services by hosting and coordinating the Area Agency on Aging’s Contra Costa Café meals sites and County will receive voluntary payment contributions for the period July 1, 2026, through June 30, 2029.                     

 

FISCAL IMPACT:

 

County to receive approximately $450,000 in voluntary contributions collected from Contra Costa Café congregate meal program participants in FY 2026-2029, of which $150,000 is budgeted in FY26-27, $150,000 will be budgeted in FY27-28, and $150,000 will be budgeted in FY28-29.

 

BACKGROUND:

 

The Title IIIC Senior Nutrition Program is a major program funded under the Older Americans Act (OAA), which includes serving meals onsite in congregate settings or delivering meals to homebound and frail individuals. This action seeks to execute ten (10) interagency agreement renewals, and one contract renewal to enable the Area Agency on Aging to provide the Title IIIC-1 Congregate Meal Program directly to Contra Costa residents aged 60 and over and other eligible diners by offering hot, nutritious meals at Contra Costa Café sites hosted by these agencies. As required in the OAA, program participants must be provided with an opportunity to contribute to the program. County expects to receive approximately $150,000 annually, or $450,000 total, in voluntary contributions from individuals receiving meals at these congregate dining sites. Per the OAA, these funds will be used to enhance the congregate meals programs.

 

On June 4, 2024, the Board of Supervisors approved Item C.40, authorizing the execution of nine interagency agreements with local jurisdictions to establish congregate meal programs through Employment and Human Services Department. On June 4, 2024, the Board of Supervisors approved Item C.39, authorizing the execution of a contract with Golden Rain Foundation of Walnut Creek to deliver the OAA Title IIIC-1 Congregate Meal Program for the period July 1, 2024 through June 30, 2026. On July 8, 2024, the Board of Supervisors approved Item C.27, authorizing the establishment of a tenth interagency agreement for a congregate meal program.

 

These organizations, listed below, require renewal of their respective interagency agreements and one contract renewal in order to continue providing Title IIIC-1 Congregate Meal Program services:

-                     City of Martinez

-                     City of Oakley

-                     Pleasant Hill Recreation and Park District

-                     City of Richmond

-                     City of San Pablo

-                     City of San Ramon

-                     Golden Rain Foundation of Walnut Creek - a nonprofit

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County’s Title IIIC-1 Congregate Meal services will not be delivered in Contra Costa County.

 

CHILDREN'S IMPACT STATEMENT:

 

These ten (10) interagency agreement renewals, and one contract renewal, support the fourth of Contra Costa County’s community outcomes of the Children’s Report Card: “Families that are Safe, Stable and Nurturing.”
