RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26226 to add one (1) Employment and Human Services Division Manager (XADD) (represented) position at Salary Plan and Grade ZA2 1841 ($9,526 - $12,194) and cancel one (1) vacant Intermediate Clerk - Project (99J3) (represented) position at Salary Plan and Grade QH5 0946 ($3,928 - $4,774) in the Employment and Human Services Department (EHSD), Community Services Bureau.
FISCAL IMPACT:
$91,524.68 to the CSB baseline budget (on an annualized basis) and no net county cost impact. This is funded 50% by State Funds from California Department Education and California Department of Social Services and 50% by Federal Funds from Administration of Family and Children.
BACKGROUND:
Community Services Bureau (CSB) is requesting approval to hire one (1) permanent Division Manager to oversee the CSB Childcare Partner unit, manage Head Start grant application, lead in federal review, manage spend-down planning federal budget and monitor contractor performance with Federal and State mandates.
Community Services Bureau remains the largest childcare provider in Contra Costa County, providing quality early care and education services to over 2,000 pregnant women and children ages birth to kindergarten-entry. Federal Head Start and State child development services are delivered through twelve (12) directly operated centers and a growing community of partnership agencies. CSB currently maintains agreements with 10 subcontractors and 1 subrecipient.
Community Services Bureau provides high quality comprehensive services to Contra Costa County families in the areas of early learning, school readiness, nutrition & health, mental health, disabilities, energy assistance, family support, and on-the-job training. Quality comprehensive services is maintained through systematic approaches to quality improvement and maintaining compliance with standards of the federal Head Start and State Childcare and Development programs.
To provide sufficient oversight of CSB’s partner unit staff, contractors, and the subrecipient agency, CSB is requesting approval to hire one permanent Division Manager. This position will lead collaboration with partnership agencies and ensure adherence to contractor/ subrecipient obligations as well to ensure CSB’s staff provides comprehensive services at the highest quality to families that are enrolled in these programs. The position will also work closely with the Deputy Bureau Director to support management of Head Start projects including action plans and timely submission of federally mandated reports.
The Board had previously approved and accepted an increase in CSB’s Head Start’s base grant funding on April 18, 2023 (C.48), with an increase of $587,885 for quality improvement dollars. With Board approval, $91,524.68 will be used to fund the requested EHSD Division Manager position.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to provide an EHS Division Manager to support those units will impact the program’s ability to improve day-to-day operations, quality, and services to the families and children served.
CHILDREN’S IMPACT STATEMENT:
The Community Services Bureau of the Employment and Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes. Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
