RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23‑904 with Acuvance, LLC, a Limited Liability Company, in an amount not to exceed $478,080, to provide an assessment of Contra Costa Health’s operations, infrastructure, and financial performance, for the period from March 1, 2026 through April 30, 2027.
FISCAL IMPACT:
Approval of this contract will result in expenditures of up to $478,080 over the contract term. This contract will be funded 100% by Hospital Enterprise Fund I as budgeted by the Health Services Department.
BACKGROUND:
The Health Services Department requires specialized consultation and technical assistance to conduct a comprehensive assessment of Contra Costa Health’s operations, infrastructure, and financial performance. This assessment is discretionary but essential for identifying opportunities to improve efficiency, strengthen operational practices, and enhance long‑term financial sustainability.
The services under this contract support the Office of the Director/Finance in evaluating eight (8) key focus areas: Revenue Cycle, Supply Chain & Purchased Services, Pharmacy, Ambulatory & Physician Enterprise, Workforce, Healthcare Information Technology, Clinical Operations, and Strategy. Contractor’s activities will include data collection and validation, benchmarking and key performance indicator analysis, stakeholder interviews, onsite observation, and development of a Findings & Recommendations Report and Implementation Roadmap.
Acuvance, LLC was competitively selected by the California Association of Public Hospitals (CAPH) as the statewide subject‑matter expert in labor and non‑labor expense management for all CAPH member organizations. Through this role, they have developed extensive expertise in the operational, financial, and workforce challenges unique to California’s public health systems and currently advises multiple CAPH organizations on sustainable cost‑management strategies. This Contractor was approved by Public Works Purchasing in March 2026.
Acuvance, LLC will deliver validated data analysis, a comprehensive Findings & Recommendations Report, prioritized initiatives with estimated financial impacts, and a preliminary implementation plan. The department will monitor all deliverables in accordance with Section III(B)(7) of the Purchasing Policy.
Approval of Contract #23‑904 will allow the Contractor to provide assessment activities and support implementation planning, through April 30, 2027. The agreement has a modified indemnity provision, which limits the Contractor’s indemnification obligation to all actual, out-of-pocket costs incurred by the County.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Contra Costa Health will not be able to complete a comprehensive operational and financial assessment. This would delay identification of needed improvements, limit the department’s ability to pursue cost savings, and hinder strategic planning efforts.
