RECEIVE presentation from Congressman Mark DeSaulnier related to FY26 Community Project Funding awards, as recommended by the County Administrator.

 

FISCAL IMPACT:

No fiscal impact; this item is informational and ceremonial only. The awards presented today represents $3,300,000 in federal funding.

 

BACKGROUND:

Community Project Funding (CPF) is a federal appropriations mechanism through which Members of Congress may direct federal funds to specific projects and programs in their districts. Congressman Mark DeSaulnier has been instrumental in securing federal funding for a number of projects of community importance.

 

On February 3, 2026, the House narrowly approved a fiscal year (FY) 2026 spending package covering Defense, Financial Services, Labor-Health and Human Services-Education, National Security-State, and Transportation-Housing and Urban Development.

 

The measure also included a two-week stopgap to keep the Department of Homeland Security (DHS) funded through February 13, buying negotiators additional time to work through immigration enforcement reforms. The funding bill was signed into law shortly after its passage, officially ending a four-day partial government shutdown that began on January 31. Congress previously enacted fiscal year 2026 appropriations for the remaining departments and agencies, including Agriculture-Rural Development; the Legislative Branch; Military Construction-Veterans Affairs; Commerce-Justice-Science; Energy-Water Development; and Interior-Environment.

 

In the approved FY26 Appropriations package, Contra Costa County’s representatives successfully secured funding for eight (8) projects:

 

•                     $2 million - Bay Point Library and Community Resource Center (District V-Bay Point)

•                     $1.915 million - East Bay Regional Communications System Backup Generators (Regional/Countywide)

•                     $1.2 million - Marsh Drive Class 1 Bikeway Project (District IV-Pacheco)

•                     $1 million - Treat Boulevard Corridor Improvements (District IV-Contra Costa Centre)

•                     $850,000 - North Bailey Road Active Transportation Corridor (District V-Bay Point)

•                     $600,000 - Organized Retail Theft Prevention and Prosecution Pilot Project (Countywide)

•                     $500,000 - Healing and Justice for Labor Trafficking Survivors Project (Countywide)

•                     $250,000 - Pacifica Avenue Safe Routes to School (District V-Bay Point)

 

Today, Congressman DeSaulnier is here to present on the following projects:

•                     $1,200,000 - Contra Costa County Public Works Department - Marsh Drive Class I Bikeway

•                     $1,000,000 - Contra Costa County Public Works Department - Treat Boulevard Corridor Improvements

•                     $600,000 - Contra Costa County District Attorney’s Office - Organized Retail Theft Prevention and Prosecution

•                     $500,000 - Contra Costa County District Attorney’s Office - Healing and Justice for Labor Trafficking Survivors
