RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Standard Agreement #29-611-43 (State #GA24-SBPCR-EXT-0002234) with the State Department of Health Care Access and Information (HCAI), a government agency, to pay County an amount not to exceed $625,000 for continuation of the Family Practice Residency Program at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period from July 1, 2025 through August 31, 2028.
FISCAL IMPACT:
Approval of this Agreement will result in a total of $625,000 over a three-year term from the State Department of HCAI for the Family Practice Residency Program. No County match required.
BACKGROUND:
Since 1978, the Board of Supervisors has approved agreements with the State to provide funds for the County's Family Practice Residency Program at CCRMC and Contra Costa Health Centers. The Office of Statewide Health Planning and Development (OSHPD) is authorized by the Son-Brown Health Care Workforce Training Action, Section 128225, to issue grants for the purpose of supporting programs that train family and primary care physicians, osteopathic family physicians, primary care physician’s assistants, registered nurses and primary care nurse practitioners to provide needed services in areas of unmet need within the State.
The County has been contracting with OSHPD for the Family Practice Residency Program services since 1978. On August 4, 2021, OSHPD changed its name to the Department of HCAI.
On July 9, 2024, the Board of Supervisors approved Agreement #29-611-42 with the Department of HCAI, in an amount not to exceed $250,000 for continuation of the Family Practice Residency Program at Contra Costa Regional Medical Center and Health Centers for the period June 30, 2024 through August 31, 2027.
Approval of Standard Agreement #29-611-43 will allow continuation of the Family Practice Residency Program at CCRMC and Contra Costa Health Centers, including training for an additional family practice resident through August 31, 2028. This Agreement includes a provision requiring the County to indemnify and hold harmless the State for any and all claims arising out of performance of the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, the county will not receive funding to continue providing family medicine training in the Family Practice Residency Program at CCRMC and Contra Costa Health Centers.
