RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Agreement #29-513-27 with Mt. Diablo Unified School District (MDUSD), a government agency, to pay the County an amount not to exceed $129,137 to provide professional school-based mental health services, crisis intervention, and day treatment for seriously emotionally disturbed (SED) students for the period from July 1, 2024 through June 30, 2025.

 

FISCAL IMPACT:

Approval of this Interagency Agreement will result in a total payment to the County not to exceed $129,137 for FY 2024/2025. 

 

BACKGROUND:

Fred Finch Youth Center, Families First and Seneca Residential & Day Treatment Center for Children work collaboratively with the County and school district personnel in developing program services and policies.  The primary goal of the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Program and non-Medi-Cal mental health programs are to continue to provide SED children with the services and the support they need to function effectively in school, at home, and in the community. County has been providing services to MDUSD under this Contract since September 1, 2000.  This Agreement is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000.

 

On October 17, 2023, the Board of Supervisors approved Interagency Agreement #29-513-26 with MDUSD, in an amount not to exceed $211,949 for Fred Finch Youth Center, Families First and Seneca Residential & Day Treatment Center for Children to provide professional school-based mental health services for the period from July 1, 2023 through June 30, 2024.

 

Approval of Interagency Agreement #29 513-27 will allow County to continue to receive funding to provide mental health services through June 30, 2025. 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Interagency Agreement is not approved, SED students will not receive school-based mental health and crisis intervention services.

 

CHILDREN’S IMPACT STATEMENT: 

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
