RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner, or designee, a purchase order with Saitech, Inc., in the amount not to exceed $600,000 and ACCEPT the Master Service Agreement for the acquisition of eight (8) new servers, and implementation and support services, for a Proxmox-based server virtual environment, for the period March 1, 2026 through February 28, 2027.

 

 

FISCAL IMPACT:

Approval of this request will result in a one-time expenditure not to exceed $600,000 funded 100% by the General Fund.

 

 

BACKGROUND:

The Sheriff’s Office is planning to migrate to a new virtualization solution, Proxmox, sold by Saitech, Inc., which is open source and offers lower operating costs while still meeting operational requirements.  The system, as designed, is scalable to accommodate future growth.

 

The Sheriff’s Office is currently using aging Dell servers and storage arrays running VMware vCenter to operate its critical applications.  These servers and storage arrays are reaching the end of their life and are already experiencing failures.  In addition, VMware was acquired by Broadcom, which implemented a new subscription-based pricing structure that would substantially increase costs.

The Master Service Agreement includes limitation of liability and indemnification from the County to Saitech, Inc.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the migration, the Sheriff’s Office will be forced to continue operating on hardware that is at the end of its supported life. Once support ends, the equipment will no longer receive updates and will become an operational liability. Any hardware failure could disrupt or disable mission-critical services relied upon by the Sheriff’s Office.

 

Without ongoing firmware updates, the network would also face increased cybersecurity vulnerabilities. A significant outage or security incident could result in agency-wide downtime, affecting multiple county entities, including other police departments and first responders
