Report Title:                     Amendment No. 4 with Odyssey Power Corporation

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Odyssey Power Corporation, effective February 28, 2026, to extend the term through July 31, 2026, with no change to the payment limit, for on-call generator maintenance and repair services at various County sites and facilities, Countywide.

FISCAL IMPACT:

Facilities Maintenance Budget. (No fiscal impact)

BACKGROUND:

The Public Works Department, Facilities Services is responsible for the maintenance and repair of all County sites and facilities. Work completed under this contract consists of scheduled generator maintenance and repairs to ensure that County generators are functioning as designed.

Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County facilities. Originally bid on BidSync #2010-435, Odyssey Power Corporation was one of two lowest, responsive, and responsible vendors awarded for this work. The Board approved a contract with Odyssey Power Corporation for the term March 1, 2021, through February 29, 2024, in the amount of $1,000,000.

Amendment No. 1, effective January 9, 2024, extended the contract term through February 28, 2025. Amendment No. 2, effective March 1, 2024, was an administrative amendment that updated the contractor’s address. Amendment No. 3, effective January 1, 2025, extended the contract term through February 28, 2026.

Facilities Services recently completed a new bid for these services on February 5, 2026 and evaluations of the new proposals are currently underway. Facilities Services is requesting Amendment No. 4 with Odyssey Power Corporation to be approved, extending the term by an additional 5 months through July 31, 2026 for on-call generator maintenance and repair services.

CONSEQUENCE OF NEGATIVE ACTION:

Without the approval of this Contract Amendment No. 4, the current contract with Odyssey Power Corporation will expire, and there will be a lapse in generator maintenance and repair services until the new contracts are awarded and fully executed.
